add Export Notebook as R source file to view.html

This command doesn't seem to do anything dangerous, and it would be useful in view.html anonymous mode.

So let's make it available.

- [ ] add `'view'` to the list of modes in import_export.js
- [ ] move `purl_source` from anonymous ocaps to authenticated ocaps
