Update temperature reference handling

Update msg submodule to get the new Temperature message with slope parameter. Implement slope parameter handling.

The temperature setpoint message has been extended with an optional parameter specifying the rate of change limit (i.e. slope). The handling of this parameter should be implemented in the simulator, in order to provide the same interface as the real CASUs.

• slope 0 is a special value which implies a step change
• the slope parameter is optional, i.e., some clients may not provide it, so the code should check for its presence
• if no slope is provided, a default value of 0.015 deg/s should be used (experimentally determined value)
