Pipeline page: Move "Resources" and "Outputs" information to Outputs page

People will now be able to find this incredibly useful Outputs information more intuitively by just clicking on the Outputs page.

Do you mean just the Resources block?

or the whole ASAP Research Outputs block too?

I had considered this, but was worried it might cause problems for a few reasons:

1. The icons on the top of the Pipeline page have hover-over names, but clicking on them takes you to the description at the bottom of the Pipeline page. Otherwise, there isn't an explanation of the resource. We could change the hover-over text to be more detailed, however.
2. If we put a large amount of text at the top of the Outputs page, the table of pages becomes harder to navigate and may even be pushed off the bottom of the screen so it isn't obvious it is there. Alternatively, we could put the text at the bottom, but again, folks may not know it's there if it's off the bottom of the screen.

If you think it is the better choice, I'm still happy to do this!
