Support for CUDA/GPU execution on Windows

Hi there, I recently downloaded the Windows compiled version of the program, but I noticed that it currently runs only on the CPU. Checking the torch/version.py file inside the libraries, I found that the included version is 2.8.0+cpu, and cuda is set to None.

Could you please provide a build that includes CUDA binaries for Windows?
