Create a repeatable deployment of cert-manager

I am now going to start the process of implementing ingress. If someone else wishes to tqke responsiblity for ingress, good stuff.

I would strongly encourage folks to read the PRs around ingress. Its very complicated until you read the Istio API design guide. And then its easier networking than one could imageine.
