Feature: bypass MinIO for metadata bundle upload to AIS #148

We currently deposit the metadata bundle in a MinIO bucket. Since we are moving away from using MinIO (see #1186, #1202) we should consider if it's possible to bypass MinIO here as well.
Describe the solution you'd like
Send the package directly to AIS without staging it somewhere, or use SFA's storage as a deposit location.
