Need integration test for changing sampling rate for CXI sampling plugin

There is currently no integration test for modifying the sampling rate for the CXI sampling plugin. One potetial test is to set the sampling rate and do three counter changes, with one below the sampling rate. This should only emit two events and then we can count the events.
