Add infrastructure creation code?

There's quite a bit of infrastructure needed to deploy this repo (and Kubeflow in general). We are currently deploying argoflow-aws internally and are using Terraform to create the infrastructure resources.

Once it's in better shape, we could consider linking to this repo to potentially allow for easier onboarding? Happy to hear thoughts, or close this issue if no interest.
