Generate a step summary during the build

As described here: https://docs.github.com/en/actions/using-workflows/workflow-commands-for-github-actions#adding-a-job-summary

We should check for the `$GITHUB_STEP_SUMMARY` env file and write a table of the individual packages' build times (perhaps even a chart if that's possible, maybe as ASCII art?)
