Improve mobile UX across the web app

• Header shouldn't change layout as it expands
• Look to add heading of page inside top header at small screen heights
• Collapse architus logotype at small screen widths
• Collapse profile view to just profile picture, keep dark mode switch at small screen widths
• Re-introduce swipe eating for horizontal scrolling datagrid
• Reintroduce page description in tappable/toggleable "tooltip" near page heading on small screen sizes
• We could move the side tabs to the bottom of the page on small screen widths (like more native UIs) and move the profile picture/dark mode switch inside the left nav drawer
• Make sure all click/tap targets are large enough
