Re-enable Peer Connection Stats

We used to get stats for all peer connections, but that didn't scale for larger tests.  Bring back this, but for individual peer connections only.  The proto is already stubbed out (currently commented out).  All of the code is in place and commented out, but some tweaks will need to be made to conform to the new API.
