Implement side game of betting on winners and losers using imaginary money

Spectators should be able to place bets on who will win using imaginary money.
Can display a leaderboard who has won the most money making bets.
Command in chat can be similar to
/bet <win/lose>
/bank - displays how much money is in the users bank. Get 100 if you win a game, 50 if you lose.
