Forceall does not cause frontend "running" on all nodes

Bug Description
Setting forceall=true should cause all nodes to re-run. This should probably also cause the frontend to show to nodes running (each one running in order). However, currently all the nodes show "complete", while the backend runs each node individually.

Steps to Reproduce

1. set forcerun=true
2. RUN ALL (required for settings changes)
3. without changing any settings, RUN
4. check backend. All nodes are running. But check frontend, no nodes show running loading bar.
