Support CVSS v4.0 scoring system #1

Feature Request
CyberSim currently uses CVSS v3.1 for vulnerability scoring. The new CVSS v4.0 standard was released and introduces significant improvements:
- New supplemental metric group
- Refined threat metrics
- Better granularity in environmental scoring
Implementation notes
- The CVSS v4.0 calculator is available from FIRST.org
- Backward compatibility with v3.1 scores should be maintained
- The simulation engine should allow selecting which version to use
