Add notes for windows users installation

• Using python -m pip or py -m pip depending on whether installed with microsoft store or with the python.org installer respectively
• Installing VC Redistributable if not present
• Adding pip script directory to PATH if warning pops up (can be for all operating systems i think but definitely more complicated for windows users)

We should highly recommend that users use Chocolatey. This avoids path environment configuration issues for Windows users and can technically prevent conflicts between Python versions, for example.
