[feature] publish snapshot releases for semantic-release #1715
Description
now the official release should be voted.
so for semantic-release, need to publish snapshot releases (something like v1.2.3-snapshot?) instead of official release
need to change the CI script to follow the above way. And make sure for Go language (and other languages in future), the v1.2.3-snapshot version number is a valid version string to import
