[Bug]: Reset bigtable version

What happened?

We should remove the pin we introduced on the bigtable version in BeamModulePlugin.groovy when possible

I should've added more context, but we can't just remove the pin without the underlying issue being fixed. As the TODO comment mentions, we need the gcp bom to be updated to include at least this version of BigTable before we can complete this task.

Thanks for the additional context! I see that the current google-cloud-platform-libraries-bom (26.76.0) is still on Bigtable 2.73.0, so we definitely need to wait for the next BOM release before we can safely remove this pin.

I'll hold off on this for now.
