[R] Add CI job for musl (Alpine Linux) to replicate CRAN checks

CRAN have added a job where we build on Alpine Linux.  It was failing due to the older version of RE2 which we bundle. This was resolved in #48011, but we should also add a CI job to replicate the CRAN build.
