[Python] Support PyArrow on Windows ARM64

Describe the enhancement requested

Windows on ARM64 is becoming a more popular platform and infrastructure surrounding it such as https://github.blog/changelog/2025-04-14-windows-arm64-hosted-runners-now-available-in-public-preview/ enables us to start supporting PyArrow on Windows ARM64. A pre-requisite for this is supporting C++ on Windows ARM64, including in CI.

@amoeba I am actually interested in contributing & supporting such Windows ARM64 builds, could you provide some information on how pyarrow wheels packaging are happening for Windows? I could see the current CI for Python only builds wheels and does not upload anywhere.

Hi @lowkeyrossi, some docs may be out of date since we're reworking our release process (#47058) but, basically, the steps are:

1. We build wheels in CI as part of the release process: https://github.com/apache/arrow/blob/main/dev/release/03-binary-submit.sh
2. We download from CI and upload them in a GitHub release: https://github.com/apache/arrow/blob/main/dev/release/05-binary-upload.sh
3. We download them from the release submit them to PyPI: https://github.com/apache/arrow/blob/main/dev/release/post-10-python.sh

Building of the wheels in (1) is defined as part of the packaging group in tasks.yml and github.windows.yml.

The linked issues have some history about past attempts that may be useful and I'll note that #47196 is a pre-requisite for this (supporting ARM64 in Arrow C++). Thanks for your interest!

@amoeba I was able to get both CPP\Python build of pyarrow for Windows ARM64. I have resolved most of pyarrow deps via vcpkg for Windows ARM64.

@vask2108 yes, but I can't guarantee that it would be enabled in couple of days, since the repo have complex CI and packaging for Pyarrow which depends on docker. I am little aware of docker usage and its working.
