Add OpenTelemetry plugin #1768
Description
The idea is to have OpenTelemetry plugin that intercept broker events and trace what's happening in the broker, a.k.a creating span for:
- message production
- message consumption
- message ack
It means we will be able to add a OpenTelemetry exporter, allowing to populate Prometheus, Zipkin, ...
