Collections update even when harvest unsuccessful because timeout error

The collection got updated even when no file is downloaded from CSIRO Geoserver. Then a zip file is created anyway but with empty CSVs - This results in all collections in the database being empty.
An error message is recorded by curl but this does not stop the update of all collection.

curl: (7) Failed to connect to [www.cmar.csiro.au](https://url.au.m.mimecastprotect.com/s/zLOYCVAG1yhlPEmOgtjsGCEPEkU?domain=cmar.csiro.au) port 443: Connection timed out

Possible solution may involve update curl command or even switch to frictionless.
