Prevent tag releases with no morphological measurements

For over 1,100 out of ~5,500 animal releases there are no measurements stored in the database, refer to https://github.com/aodn/aatams-content/issues/49. This absence of morphological data on tagged animals is more likely due to users not entering their measurements than users not having measured or weighed released animals.

To prevent this kind of data error there should be a box that users could tick in case no morphological measurements were taken on the animal released in the Animal release page. Additionally, when users haven't entered any measurement there should be a pop-up window asking to enter morphological measurements if they haven't ticked the above mentioned box.
