Keep geoip files up to date #119

Are you aware of these?
src/config/geoip
src/config/geoip
These are used for geo-locating nodes. That information can be fetched through the control port with the "GETINFO circuit-status" command, if Anon is configured correctly with --GeoIPFile and --GeoIPv6File arguments.
In Tor browser, e.g. that info ends up in the circuit display box, which can be reached next to location input field.
Onion Browser iOS also uses that info.
Please not, that you should still update these files, even if you stop or suspend merging upstream Tor otherwise.
