API: Automatic namespace creation within a repository

• When content comes into a modify type repository (either through publish or promotion), automatically create a new namespace, if it does not already exist, and do not assign any owners. - [ ] Namespaces will be unique within a repository
• An admin should be able to delete a namespace (and all associated content) from a given repository.
• In private automation hub ownership for a namespace will be ignored. Read/Write permissions will be set and enforced at the repository level.

Example: When user promotes geerlingguy.foo from the Community sync repo to a modify repo, the geerlingguy namespace is automatically created.
