Flag in VPC to Disable CloudMap due to Cost

This might technically be a duplicate of #5561

Would it be possible to get a flag or something in the VPC component to disable creating cloud map? I know it's pretty useful and links won't work without it, but there is a 50¢/mo/hosted zone (automatically created by cloud map) charge. Not the end of the world but it can definitely add up in use cases where it's not needed.

Even if it's not worth adding a flag, it might be worth updating the docs here and in comments, which both call out that VPCs are free unless you enable NAT.

I've worked around it in the meantime by making a VPC by hand, but I think it might be better to upstream it. Happy to contribute a PR if there's any interest :)

I think this could be doable, however would require some rework for the cluster and service components since they use the cloudmap quite extensively. Eventually we will need to move the service component to Service Connect anyway due to that being what AWS moves you to. I don't think the cost is that big of a deal but I think the more configurable we make the components the better the first party support is.

I was more thinking along the lines of disable it and stuff that relies on it might not work but that's okay. Just show an error at deploy time.

Happy to look into reworking it though. But does Service Connect end up using Cloud Map? I only skimmed the docs but it seems like it might.

@mkilp, is the migration to Service Connect planned already?
In our case we create separate stage for each PR we open, so the costs aren't negligible, as we have multiple PRs per day. Sometimes we fit in the 12 hour grace period for a hosted zone, but most of the time we don't.

Can confirm I was surprised to see that I've spent much more on the 50¢/mo/hosted zone - also using separate PR stages.

@azzzy to my knowledge not planned, but I am currently deploying a ECS service straight via pulumi with service connect. Once I figured out how it all works I can open a PR.

If anyone is already working on a PR, happy to review too
