models/report: save only if report date is in the past

to prevent incidents like #16:

add sanity check for espionage reports, reported date cannot be in the future.

This however only catches timezone offsets in one direction. Checking if the report date is close to current date does not make sense because it would limit the possibility to upload reports that have not been uploaded before and are therefore "old".
