Adding too many Pirate Islands does not show the "too many small islands" message

Pirate islands do not seem to count towards the 12 small island limit, while 3rd Party islands do. The description says that pirate islands turn to small islands as well though.

So the limit calculation logic has to be adapted.

More extra info for documentation: if not enough options for pirates or 3rd Parties to spawn exist, the game just ignores that, meaning they just won't spawn even if activated during game setup. This is a "feature" that should be added to the documentation eventually.
