Missing library file

[Tokusei]

Hi , I tried building this project in VS17, Ran into a couple of issues:

• The project .sln is not configured to reference /Dependencies/ for the external .h/.lib files
• After adding the libraries it gives the error: cannot open file glew32.lib

even we cannot open the this project is vs express 12, we will try to fix the issue and give a pull request
