Modify config via admin rpc endpoint.

In the future I'd like to have custom external logic that can talk to the firewall to modify it's configuration. To do this I think the easiest way would be to have an internal admin only endpoint to issues commands.

An example application which I'd like to build would work like this:

There is a smart contract that users can deposit funds into and register permissions for endpoints. This would allow infa providers to operate public nodes with aggressive rate-limiting, but then additional requests and access can be unlocked via micropayments on-chain. An off-chain service would watch the smart contract and issue configuration change commands to the firewall.
