Allow global constraints, with specific overrides

Would be nice to be able to default *most* line endings to `lf`, yet specify Windows source files as `crlf`, with a .editorconfig snippet like:

end_of_line = lf

[{*.cmd,*.bat,*.reg,*.ps1,*.ahk}]
end_of_line = crlf
```
