Support Manual Triggering of Release Workflow #391
Description
Currently creating a new release will kick off our release workflow which builds and uploads our wheels. This workflow is great, but in the event that the workflow fails (like recently with 0.13.0) we have to resort to deleting and re-releasing in order to fix the workflow.
It would be nice to re-work the workflow so that it can be manually triggered, in the event that the the workflow fails during release creation.
