ArgoCD depoyments do no recursively deploy

- Deploying a top-level (meta / app-of-apps) application does not automatically deploy its sub-apps
- ArgoCD does not seem to deploy things in the order that they are specified, which can lead to multiple retries being required on depoyment.

I'll need to investigate this once everything is up and running.
