Summary is deprecated

The govspeak content guidance says the summary formatting has been deprecated.

Should the code that creates the markup be removed?

There's also a related issue on static to remove the styles.

This is going to be removed from the components gem (formerly static) in alphagov/govuk_publishing_components#2447, thus solving alphagov/govuk_publishing_components#598
