Enhancements to the licence hierarchy

Goal

To add additional licences to the licence hierarchy so that it can be used within the FAIRsharing project. @delphinedauga has agreed to also help with this process. It should focus on ensuring that all active SPDX licences are listed.

Background

We have a great licence hierarchy in SWO that needs updating to be complete enough to integrate within FAIRsharing. This is a longer-term project that will, over time, produce a richer licence hierarchy for that purpose and for the rest of the SWO community.
