Requirements
- define interface to save and restore schedules and schedule controller states (FSCH and FSCC LNs)
- implement persistent storage for schedules and schedule controller states as a set of JSON files
- restore schedules and schedule controller states after restart of the scheduler
- persistent storage can be used optionally
