Create a pipeline that uploads to local pypi and to pypi.org

1. Change s2aff versions convention to major.minor.patch (s2aff, s2aff-rust in pyproject, s2aff-rust in Cargo.toml), make sure they all match. Update this PR
2. Modify scholar isAffiliationUpdated function (if there are no logic changes in s2aff, make sure there's no need for an update)
3. Create a pipeline that uploads to local and pypi.org, use this deployment guide and use S2AND deployment for reference.
4. If possible - create a CD to production with teamcity
5. Update deployment guide
