Fix handling of large remote resources (i.e. URLs)

Currently, handling of remote resources is unideal and can be improved. Need to optimize handling of remote resources (i.e. links/URLs) so that a relatively small GitHub PR's files/changes URL can be provided without dramatically ballooning input size/tokens/cost.
