Doesn't recognize workshop downlaods.

I am downloading a ton of workshop content however the download doesn't show within steam shutdown. Ill leave the process and go to work to see if the application has shut down after workshop items have downloaded but as its seemingly not displaying that its aware of these downloads, I doubt it.

Edit: After testing I have come to find that it didn't shutdown after the workshop content had downloaded,
