Onchain messaging: support from token holder #59
Description
Right now onchain messaging allows you to:
- send a message from anyone by paying a tx fee
- send a message verified from the dao through a proposal
We can add a third scenario for this:
- send a message from a token holder
All we need to do is check the balance of the sender in the DAO token for the flag.
