Add description and website to project

We've added this project (we'll, actually @tomschenkjr's fork of this project) to the open gov hack night project page. It's a simple repository of open gov projects around town.

Right now your listing is pretty bear bones. There's no description of what the project is - an interactive data visualization of energy use throughout Chicago - and there's no link to the project.

If you update you / @tomschenkjr update the repo description and website, the project listing will automatically update in a few minutes.
