Implement chocolatey repository-caching upon installation

Cache the PLC repository information, to which the library is installed, at the end of [chocolateyInstall.ps1](https://github.com/ahuca/TcBase/blob/main/tools/chocolateyInstall.ps1) so that [chocolateyUninstall.ps1](https://github.com/ahuca/TcBase/blob/main/tools/chocolateyUninstall.ps1) can read that information and uninstall the library from the correct repository.
