Implement a Documentation library to generate and host HTML docs

I recommend using [Material for Mkdocs](https://squidfunk.github.io/mkdocs-material/) to generate fancy documentation with just Markdown files. Then for hosting the docs, [Giithub Pages](https://squidfunk.github.io/mkdocs-material/publishing-your-site/) should be enough, or maybe [readthedocs](https://docs.readthedocs.io/en/stable/intro/getting-started-with-mkdocs.html)
