(Low Priority) Centers Phasing Config.js Toggle #275
Description
Next time we do an update of the app, let's plan to add a toggle that controls whether or not the Transportation project phase checkboxes also control Centers according to their Phase attribute. Currently, when a Transportation Phase checkbox is unchecked, the corresponding Centers with the same phase are also turned off. Not sure we want this coupling or not in the future so making it a setting in the config.js file seems like the right way to go.
