For a future update: use UGRC municipalities feature service #286

This is just a note for a potential, small future enhancement (we may do it ourselves or pick this up with other enhancements for UGRC to do in the future).
Right now the config.js file points at a WFRC copy of city boundaries. We'd rather point this at UGRC's most current version of the data but will need some config parameters to control the symbolization (outline only, black line) of the data from your service.
