Add new sweeper tool for verifying statewide coverage for certain datasets

This is an idea that was sparked by a missing county in the county boundaries dataset today. What if we had a sweeper tool for verifying that certain polygon datasets had polygons that completely covered the state of utah boundary?

I'm not sure if you would need to create a grid of points to run a spatial selection against or if there is some other way to accomplish it.

I'm also not sure if we have the ability within sweeper to apply a tool only to a subset of tables.

I like both of these ideas.

1. Allowing tools to opt out of checks and
2. the statewide coverage check

I think the statewide coverage check could intersect with the county boundaries and see how many of the 29 counties are not returned. Each table would probably need to allow an acceptance threshold value as some statewide datasets do not have data in each county.
