Automatically set rejected users as public #372
Description
DWR would like rejected user to be automatically set to the public role. They assume that most, if not all, users who are rejected are users who mistakenly applied as contractor or agency when they were really just public users.
- update approval email sent to admins updated from "reject user" to "reject user and set to public
- update backend to update the user's role to public
- figure out if we should continue to set approved to false or just leave it as true
