CSV with empty cells causes AttributeError

The cleanse street method expects a value but is receiving None. We should skip making a request for rows with NoneTypes or empty strings.

The work around for this is to add an empty string value to the cell. The entry will not geocode since it is missing parts so tricking the tool to skip it will help.
