Grid Up/Down Arrows on Dropdown Fields

arrows allow for down/up navigation of rows when active field is length or weight, the arrows activate pulldown picklists in species and length type columns. Need to make arrow have scrolling function regardless of column active. Pulldowns need to be click to activate only.

When the current focus is in a grid cell with a drop down, up & down arrows should navigate to upper and lower cells rather than open the drop down and move through values.
