Add new Discharge (CFS) field

there (is) a need to have a field in the habitat tab above the transect entry section that captures "discharge" data as cubic feet per second (CFS). This would prevent future attempts to enter flow data into the transect field for velocity.

DB Field: Discharge (or discharge)
Location on Habitat tab: Under Percent of Banks Eroding field
Habitat tab data field name: Discharge (CFS)
Allowable value: Positive number only to hundreds place

First, could a box be added within the habitat section that allows us to just enter streamflow? We have moved away from using multiple stream width measurement paired with velocity calculations, instead opting for a handheld device that performs these calculations for us. I could be something labeled as simple as "CFS," and we just enter in our field-calculated flow.

I'm not able to edit the list of requirements up above...below are some updates to the requirements for the Allowable values:

• Acceptable range of values: 0 - 20,000
• Allow up to three decimal places
