Add ability to do a point-in-polygon analysis with data from OpenSGID

Give users the ability to add data from polygons from OpenSGID to the output.

Laura Dahl from UDRC is very interested in this feature. She talked about being able to append political districts to students and also does a lot with small health areas. She asked that we notify her once this enhancement is complete.

More interest in such a feature from Mark Mitchell of Lt. Gov's Elections Office:

This is a very cool tool! With it, I'm able to get a matched address and geocoding coordinates. Is there anything like it that can return a voting precinct based on address or X/Y?
